Pokemon Card Overview:
Today's Pokemon Card Review is of Mareep from the Dragons Exalted Pokemon Card Set.  Mareep is a basic, electric type Pokemon card, with an hp of 60.  It has a x2 weakness to fighting type Pokemon, no resistance type, and a one colorless energy card retreat cost.  Mareep does not have an Ability but it does have two moves, the first move is called Cotton Guard and for one colorless energy card, this move reduces damage done to Mareep during its next turn by 20.  Mareep's second move is called Thunder Jolt and for two energy cards, one each of electric and colorless, this move does 30 damage, however if you get a tails when you flip a coin, this move also does 10 damage to Mareep.

Pokemon Card Strategy:
So as far as strategy goes, since Mareep has a stage 1 evolution in Flaaffy, and a stage 2 evolution in Ampharos, there is absolutely no reason to put this card into the active Pokemon spot if it hasn't evolved into at least its stage 1 evolution.  My main reason for saying this is that Mareep can't do as much damage or endure as much damage as one of its evolutions can.  However, if you're forced to put this card into the active Pokemon spot I would attach two energy cards to this card so you can actually attack and do some damage.  The only time I would use Cotton Guard would be if the move would prevent Mareep from getting knocked out the next turn and soon after that you would be able to evolve Mareep into Flaaffy.  So every turn you can with this card, if you can't evolve it I would use Thunder Jolt.  As of now, I would not recommend using this card by itself in a deck.

Pokemon Card Rating:
I would give this card a 2 out of 5 rating.  When first looking at this card I thought this wouldn't be too bad of a basic Pokemon card, it had 60 hp, two moves, and a low retreat cost, however after actually reviewing the card, I don't think this is even an average basic Pokemon card, neither of its moves are good at all so I would stay away from this unless you want to use Ampharos in your deck.

Can someone please explain why cotton guard is bad
i get whythunder jolt is but reducing damage doesn't seem like a bad thing.

honestly if i had mareep in my starting hand and an electric energy i would have it start out as my active because cotton guard would protect mareep from most basic pokemons damage and just spam it to stall for good cards

Cotton guard is an average stall move, but if your deck depends on set up an Ampharos, you don´t want to lose a mareep that fast, you are protected against most basic pokemons, but in this format, the basics are too powerfull, and most of the time you won´t be able to hold this mareep for 2~3 turns to evolve it.
