Today's Pokemon Card Review is of Carbink from the Roaring Skies Pokemon Card Set. Carbink is a basic, fairy type Pokemon card with an hp of 70, it has a x2 weakness to metal type Pokemon, a -20 resistance to darkness type Pokemon, and a two colorless energy card retreat cost. Carbink's Ability is called Jewel Armor and says that as long as Carbink is on the bench, all damage from your opponent's attacks on Carbink have no effect. Besides the Ability, Carbink has just one move called Spin Tackle, this move requires three energy cards to use, two colorless and one fairy, and does 60 damage, however you must flip a coin when using this move and if you get a tails, you must do 20 damage to Carbink.
Pokemon Card Strategy:
So as far as strategy goes, since Carbink is a basic Pokemon with no evolutions, you only have to use this Pokemon in your deck if you want to use this card. With that being said, if you somehow know that your opponent uses a heavy spread damage type deck, it may be worth it to include one of these cards in your deck just so you can keep it on the bench and not take any damage, if you don't know this, there is no reason to use this card in a deck at all. It has a slightly above average HP but that is about the extent of it being above average. I don't like its higher retreat cost and the one move it does have, does do average damage for the amount of energy cards required, but you may end up doing damage to yourself, so it isn't worth it. Plus, you can't use this card as a starter type Pokemon since it requires three energy cards to attack. So if I were building a fairy type deck, I would look elsewhere for Pokemon to use.
Pokemon Card Rating:
I would give this card a 2 out of 5 rating. In my opinion, this is a below average Basic Pokemon card from the Roaring Skies set. Like I said in the strategy section of this post, I like Carbink's HP and its Ability isn't bad if you know what your opponent is planning, other than that, this card is too slow and not powerful enough to warrant use in a deck.

2 Fairy type Pokemons with no evolution, Klefki and Carbink...but I'm not really sure if I should add Carbink in the answer, because you used that as an example...
so I'll have my final answer as one fairy pokemon, Klefki.
(First time thinking if my answer will be correct or not, haha, and I like it since it's becoming more like a "quiz")
